REFI awards scholarships each year to outstanding RCPS
students. There are several different scholarship types
including donor awards, foundation, endowed, and memorial
scholarships. Current scholarships include the following:

SCHOLARSHIPS OPEN TO MORE THAN ONE HIGH SCHOOL
Rockingham Educational Foundation, Inc. Scholarship $1,000 (may be
divided)
Open to seniors in each of the three Rockingham County High Schools;
scholarship given to those pursuing education as a career goal.
Terra McPike Memorial Scholarship $750
Open to seniors in all three Rockingham County High Schools; preference given to those pursuing education as a career goal, with announced Foreign Language Education majors given priority.
Luther Arliss & Helan Kirkpatrick Scholarship $1,000 each (four
scholarships) (may be divided)
Open to seniors in all three Rockingham County High Schools; initiative in
school and/or overcoming a hardship to be successful; two school officials’
written evaluations.
The Hill Family Scholarship for Aspiring Teachers $750
Open to seniors in all three Rockingham County High Schools and/or a graduate of a Rockingham County high school student teaching in a Rockingham County School; applicant to submit essay (maximum of 3 pages) describing why he/she desires to be a teacher; applicant’s desire to pursue a secondary degree and career in teaching as articulated through the essay.
Camp Horizons/Big Brothers Big Sisters High School Big Scholarship $500
Open to Rockingham County Seniors who have served as a Big Brother or Big
Sister; one teacher evaluation; articulate in essay how serving as a mentor has
impacted you and prepared you for your future endeavors.
Camp Horizons/Big Brothers Big Sisters Mentee “Little” Scholarship $500
Open to Rockingham County Seniors who were/are involved as a
mentee/”Little” through the Big Brothers Big Sisters Program; one teacher
evaluation; articulate in essay how your BBBS mentor has impacted you and
your decision to continue your education.
Clay L. Sellers Memorial Scholarship $500
Open to Broadway or Turner Ashby High School Seniors. If no applicants from
Broadway or Turner Ashby, Spotswood High School seniors are eligible.
Preference given to a student currently a member of a Volunteer Fire/Rescue
Agency. First priority given to student entering the firefighting field; second, a
student entering the medical field.

Tiffany Heatwole Memorial Scholarship $500
Open to a senior female soccer player at Broadway High School; financial need will be considered.
Viola Ritchie Sager Memorial Scholarship $500
Open to Broadway High School Seniors only; priority may be given to students interested in majoring in business-related fields or in education; two school officials’ written evaluations addressing criteria.
Ellen Bowman Rhodes Memorial Student-Athlete Scholarship $1,000 each
Open to Broadway High School Seniors only (one male & one female); extracurricular participation in athletics (student must have lettered in one varsity sport); 3.0 GPA or higher; one academic teacher’s written evaluation, and one written evaluation from the applicant’s choice.
Louis Nagy, Jr. Student Athlete Scholarship $500
Open to Broadway High School Seniors only; GPA 3.5 or higher; must letter in two sports during senior year; demonstrate outstanding sportsmanship and
leadership both on the field and in the classroom; written evaluation from two
school officials—one coach and one teacher.
Matthew Allen Hottinger Memorial Athletic Scholarship $500
Open to Broadway High School Seniors only; athletic participation and
achievement; must have lettered in one sport, with consideration given to
players on the baseball team; one school official’s written evaluation.
Jessie C. Smith Memorial Scholarship $500
Open to Broadway High School Seniors only; education as a career goal;
students identified with special needs will be highly considered.
Jason Matthew Morris Memorial Scholarship $1,000
Open to Broadway High School Seniors only; lettered in athletics as player,
manager, trainer; preference given to students with average academic standing
(i.e., 2.5-3.0 GPA) with aspirations of becoming a teacher; two school officials’
written evaluations (one from an academic teacher; one from the applicant’s
choice.)
SCHOLARSHIPS AVAILABLE TO SPOTSWOOD HIGH SCHOOL STUDENTS ONLY
Bill Blose Memorial Scholarship $1,000
Open to Spotswood High School Seniors only; athletic achievement; submit
essay entitled, “How Sports Have Prepared Me for Life”; two school officials’
written evaluations.
Dennis Lee Carbaugh Athletic Scholarship $1,000
Open to Spotswood High School Seniors only; athletic participation and
achievement with preference given to players on the basketball and/or
baseball team.
Duane E. Carbaugh Memorial Scholarship for Aspiring Teachers $1,000
Open to Spotswood High School Seniors; if there is no applicant from
Spotswood, then Broadway High School and Turner Ashby High School
applicants will be eligible. Applicants must be planning a career in teaching.
William A. Sacra Technology Scholarship $500
Open to Spotswood High School Seniors only; priority must be given to student
planning studies in technology; two officials’ written recommendations; above
average scholarship.
Margaretta Coffman Stephens Scholarship $500
Open to Spotswood High School Seniors only; minimum GPA of 2.0; priority
given to applicants planning to major in education; submit brief explanation of
why he/she wants to become a teacher; two school officials’ written
recommendations and one community recommendation.
Merck Senior Science Scholarship $1,000
Open to Spotswood High School Seniors only. Priority given to applicants
planning a career in the science field.
Judith Miller Rodeffer Memorial Scholarship $500
Open to Spotswood High School Seniors only; applicant must be planning a
career in teaching, and must attend a four-year college/university.
Don Glick Memorial Scholarship $1,000
Awarded to a male and female ($500 each) at Spotswood High School; must be
student athlete furthering education, with priority given to planning career in
teaching; minimum 2.5 GPA; 150 word essay sharing how this quote could be
applied to recipient’s life: “One thing I know. The only ones among you who
will be really happy are those who will have sought and found how to serve.”
Brielle Nelson Memorial Scholarship for Cheerleaders $1,000
Open to Spotswood High School Seniors who have participated in Varsity
Cheerleading; submit short essay entitled, “What Cheerleading Meant to Me”.
SCHOLARSHIPS AVAILABLE TO TURNER ASHBY HIGH SCHOOL STUDENTS ONLY
Gary L. Lineweaver Memorial Scholarship $500
Open to Turner Ashby High School Seniors only; preference given to students
with average academic standing (2.0-3.0 GPA) and aspirations of becoming
successful; interest in vocational education as a career goal; one school
official’s written recommendation.
Joseph P. Hiney Fine Arts Scholarship $1,000
Open to Turner Ashby High School Seniors only; participation in Fine Arts (art,
choral/instrumental music, theatre) while a student at TAHS; announced
intention of majoring in Fine Arts; two school officials’ written
recommendations.
Joseph P. Hiney Memorial Scholarship $1,000
Open to Turner Ashby High School Seniors only; participation in dramatic arts;
announced intention of majoring in dramatic arts; two school officials’ written
recommendations.
Virginia & Joe Kagey Memorial Scholarship $1,500 each
Open to Turner Ashby High School Seniors only; male and female recipient;
above-average scholarship; athletic participation; financial need may be a
consideration, but is not a prerequisite.
Bridgewater Women’s Club Scholarship $1,000
Open to Turner Ashby High School Seniors only;
Citizenship/volunteerism/service to the community; two school officials’
written recommendations.
Ken Keesee Memorial Debate Scholarship $500
Open to Turner Ashby High School Seniors only; preference given to
participants in the forensic program, either by participation in the debate
tournament or taking the debate class; applicants who participate in
Student Congress and the Model Judiciary Program will also be considered;
submit essay entitled, “How Has Debate Helped Me Grow and Improve as
a Student and Citizen?”
